Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-14: Applicant must have one (1) year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-13 grade level in the Federal service. Examples include: Provide counsel and guidance on a wide variety of critical, high-profile, time-sensitive and often controversial issues, related to the management and administration of programs and activities; Conduct management surveys or studies using a wide range of qualitative and quantitative methods; Analyze and evaluate methods and techniques to identify and assist on initiatives, problems and issues; Identify controversial information, resolve conflicts among high level management and officials; Develop finished products that convey the vision, goals, policies or initiatives of an organization; Interpret federal regulations, policies, procedures, precedents, and directives affecting administrative services; Experience in project management using spreadsheets, word processing, and presentation graphics applications; Prepare written policies, guidance and directions, explain, defend and justify decisions and recommendations; Lead or assist in conducting meetings and presentations. As a Supervisory Special Assistant, GS-0301-14, your typical work assignments will include the following under supervision: Provide expert counsel and guidance, and services on a wide variety of critical, high-profile, time-sensitive and often controversial issues related to the management and administration of the School District's programs and activities including personnel, property & supply, contracting, budget, finance, and safety. Serve as the primary liaison with Tribal officials and government, and/or community leadership on strategic and operational matters with full and final signature authority. Interact with management and program officials, members of committees and executive level staff, other agencies of the Federal Government, State agencies, and Tribal officials and representatives. Lead and execute meetings, conferences and engagements with executive officials, senior officials from various Federal and State organizations, Department of Education, Congressional Staff members; Tribal government officials, community leaders, grantees, school boards and other stakeholders. Develop and deliver presentations and related materials for public speaking and other engagements, and outreach activities; Plan and conduct complex qualitative and quantitative analytical research involving any administrative area of schools and programs.
