To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/24/2026. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-14 position you must have served 52 weeks at the GS-13 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: To qualify for this position, applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience includes: Leading or supervising subordinate staff by providing technical and administrative oversight, assigning work, evaluating performance, and recommending disciplinary or personnel actions; Managing complex IT and systems-related program activities including overseeing deliverables and ensuring timely completion of work products; Applying advanced quantitative and qualitative analytical methods and techniques to collect, analyze, and interpret large amounts of system data to identify trends, significant findings, and recommendations for improvement; Planning, coordinating, and monitoring projects and resources to ensure alignment with organizational goals and objectives; Making sound, data-driven decisions by independently developing and conducting special studies, interpreting findings, and providing recommendations to senior leadership; and utilizing statistical and scientific methods to analyze system data for purposes such as trend modeling, time-series forecasting, data integrity validation, and quality assessment. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Specific duties include: Providing technical and administrative supervision to subordinate staff members and oversees the daily operation of the unit, ensures agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. Giving advice, counsel, and instruction to employees on both work and administrative matters. Listens to and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Interviewing candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides training needs; and finds ways to improve production or increase the quality of work within the area of authority. Performing program management duties and supervising the IT and analytical work associated with a wide array of MDE program activities. This includes development, analysis, evaluation, and providing recommendations based on complex data and systems to improve the effectiveness of work methods and procedures, management controls, information and documentation systems, and similar functions of management. Managing all MDEO IT and systems-related deliverables and work products to ensure timely delivery. Keeps leadership abreast of the status of all IT and system-related activities. Gathering, analyzing, and organizing narrative and statistical information using generally advanced methods, techniques, and precedents requiring considerable adaptation and/or interpretation for application to MDE functions and systems. Reviews and reconciles large amounts of systems data with interfacing IT partners. Applying analytical and evaluative methods and techniques to issues or studies concerning substantive IT and system program functions. Interprets findings resulting from studies that are independently developed. Completes analysis of system data and identifies significant findings. Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of operations in meeting established goals and objectives. Responsible for supervising the performance and delivery of MDE IT and system-related activities in meeting Agency objectives. Analyzing mission-oriented programs and applying new hypotheses and concepts to improve organizational effectiveness. Refining, verifying, and validating data integrity, which involves information system infrastructure and data governance. Conducting system process reviews to evaluate process and program performance against internal criteria, established procedures and best practices. Initiating, developing, and conducting special studies relating to the assigned business lines and ancillary programs accounts. Those studies are unique and creative with little precedence for guidance. The incumbent may be required to respond to inquiries from OMB and members of Congress and their committees. The incumbent prepares recommendations for consideration by the Deputy Executive Director, Executive Director, Undersecretary, and higher VA authority.
