Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Experience transforming data and analytics platforms in the context of VA, leading change by fostering a customer- and outcome-focused culture, and creating operational excellence amongst VA users. Setting product vision, strategy, and roadmap. Strong relationships with VA stakeholders who own or use VA data stored in VA data systems. Experience operationalizing Azure gov data platforms with Collibra, Immuta, and Starburst integrations. Demonstrated success improving value of synchronous meetings and expanding customer-facing documentation for data platforms and features. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in developing strategy and releasing data/AI platforms, especially launching products in the early pilot or "0 to 1" stage. Leading creation and distribution of data/AI tools and increasing usage and adoption, especially in the first 12 months. Past experience revitalizing data/AI products, such as search platforms, deep learning features, etc., as well as building compelling business cases for executives. Experience leading and growing data/AI teams. Expert at crafting product visions, strategy, and roadmaps. Demonstrated success in reducing costs due to the successful roll out of data/AI product, deep learning models, etc. Able to pursue and lead partnerships with stakeholders and customers, facilitating live-demos, developing technical white papers, use cases, and proof-of-concepts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major Duties: Use mastery ability to acquire and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the Department's mission and use new technology to enhance decision-making. Develops and explains performance expectations to employees and provides regular feedback on strengths and weaknesses including mid-point appraisals. Prepares employee performance appraisals and conducts year-end appraisals. Make timely and effective decisions and produce results through strategic planning and the implementation and evaluation of programs and policies. Supports obtaining Eresource requirements manpower and funding to implement programs/ projects. Updates plans and recommends business process changes in response to evolving circumstances, resources, or objectives, and ensures deadlines and priorities are met. Use knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. Use managerial techniques and quantitative analysis, to monitor work in progress, and evaluate the status and progress of work accomplished in terms of quality, efficiency, and effectiveness in achieving objectives. Coordinates with stakeholders to ensure appropriate interests are represented, functional requirements are included in analyses and designs, implements Government and industry best practices and tools within the assigned program areas, business practices are addressed and/or redesigned, and stakeholder feedback is incorporated. Develop and maintain strategic plans. Perform needs analysis to determine opportunities for new and improved business process solutions. Coordinates with senior agency leaders and technical personnel within OIT to ensure architecture is compliant with regulatory policies, communication, software standards and with user requirements.
