Your resume must demonstrate at least one year information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Keeping abreast of command priorities and initiatives to ensure the Cybersecurity priorities of the branch are aligned with the Command intent as well as to ensure Cybersecurity requirements are being properly resourced by labs and programs. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing highly specialized cybersecurity technical/consultation services, proposal development, R&D and training system acquisition support. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Leading development/dissemination of necessary implementing instructions, and briefing/training materials for the Cybersecurity community and user community, especially in Cybersecurity program areas where none are provided. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Defining and documentation a comprehensive information security plan for supported programs. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13/14 or pay band NM-04 in the federal service or equivalent experience in the private or public sector. Specialized experiences include: 1) Providing Cybersecurity leadership within an Integrated Product Team (IPT); 2) Planning and formulating concepts, policy, techniques and procedures, instructions, certifications, standards, and criteria appropriate to the effective implementation and management of the Cybersecurity program; 3) Ensuring Cybersecurity requirements are fully integrated into all phases of the acquisition, upgrade, or modification programs, including initial design, development, testing, fielding, and operation/sustainment; 4) Providing customers with information, analytical support, and guidance on Cybersecurity requirements; and 5) Recruiting, management, and development of Cybersecurity professionals. You will identify technical qualifications for cybersecurity program support roles.
You will provide technical oversight and policy/process guidance to NAWCTSD team members formally designated to support continuing implementation of Cybersecurity plans within their respective supported team.
You will provide expert knowledge to the command, programs, peers and subordinates in obtaining authority to operate approvals under the Risk Management Framework.
You will define and identify required operational capabilities and design characteristics for cybersecurity elements of such systems, including hardware/software and business processes.
You will advise acquisition managers on how to create an optimized package of Cybersecurity designs and measures that provide necessary protections within realistic cost constraints.
