In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes leading and supervising a large team of human resource professionals; providing comprehensive management advisory services on medical recruitment and staffing concepts, laws, policies and practices; developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems; utilizing human resources and medical data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Exercises broad managerial authority for administering, planning, developing, and directing comprehensive military and civilian personnel and human resource management programs.
Develops and implements, DoD policies, regulations, and procedures, comprehensive civilian and military personnel and human resource management programs
Exercises managerial authority to set and implement long-range goals and objectives.
Directs and reviews the findings of special studies, test programs, and reports from higher headquarters to develop command-wide policies.
Directs the development and implementation of personnel and human resource management portions of mobilization and contingency plans.
Provides staff leadership and guidance to the Network Office functional chiefs, staff elements and subordinate organizations.
Reviews and assesses the network personnel and human resource management operations for efficiency and effectiveness
Negotiates for resources and associated funding necessary to support program operations and policy implementation.
Plans and assigns work, sets priorities, advises on program goals and objectives, and makes decisions on work problems
