Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following: Establishing and communicating guidelines and performance requirements to employees, conducting formal performance reviews, and identifying the developmental and training needs of employees; and/or Recommending methods and strategies for effective program operations to resolve interrelated Human Resources problems; and/or Collaborating with high-level management to develop agency positions, proposals, and strategies on complex Human Resources issues requiring modification or adaptation of guidelines; and/or Providing advice and counsel to management and leadership officials and with officials of other units or organizations related a Human Resources program area; and/or Providing managers and employees with information and interpretation of the available federal policies, procedures, and guidelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Serves as a Supervisory Human Resources Specialist and immediate supervisor for a team of Human Resource Specialists and assistants.
Applies a comprehensive knowledge of human resource management to provide advice and assistance to serviced customers.
The incumbent provides Human Resource (HR) advisory services to Forest Service units that may be sensitive and difficult to resolve.
Provides operational and advisory human resource services that may require identification and analysis of management staffing problems and resolutions.
The incumbent plans, develops, executes, and evaluates any given HR program such as: classification, benefits, pay, worker’s compensation, recruitment, and/or staffing for the Forest Service.
Collaborates with high-level management to develop agency positions, proposals, and strategies on complex HR issues, such as controversial items requiring modification or adaptation of guidelines where no clear precedent exists.
