To qualify for the position of Supervisory HR Specialist, at GS-0201-15, you must meet the qualification requirements listed below. To qualify for this position at the GS-15 level, applicants must possess at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as experience leading and administering enterprise-wide human capital management programs involving talent acquisition, position classification, performance management, and workforce services within a complex organization. Qualifying experience should demonstrate the ability to: Interpret and apply Federal civilian human resources laws, regulations, policies, and merit system principles to resolve complex staffing, recruitment, and compliance issues; Serve as a senior technical authority for position classification and position management programs involving General Schedule (GS), Senior Executive Service (SES), and Senior Level/Scientific and Professional (SL/ST) positions, including application of OPM classification standards, Factor Evaluation System (FES) principles, Fair Labor Standards Act (FLSA) determinations, and organizational design analysis; Conduct or oversee complex classification reviews, desk audits, accretion of duties analyses, and compensation or pay-setting evaluations involving precedent-setting or highly sensitive issues; Lead or advise on enterprise-wide human capital initiatives requiring coordination across multiple organizational components, interpretation of ambiguous guidance, and development of defensible human resources policies and procedures. The GS-0201-15 HR Specialist serves as the Branch Supervisor for Talent Management & Workforce Services and is responsible for the full scope of planning, directing, and evaluating division-wide human capital programs encompassing recruitment, classification, performance management, and workforce services (benefits and retirement advisory). The position operates as a senior authoritative expert responsible for integrating multiple human resources disciplines into a cohesive framework that ensures compliance with merit system principles, optimizes workforce outcomes, and mitigates organizational risk. The incumbent also provides expert advisory services to senior executive leadership and is accountable for the design, execution, and continuous improvement of programs that directly impact the agency's ability to recruit, retain, support, and manage a high-performing workforce across the entire employment lifecycle. In addition, the GS-0201-15 Human Resources Specialist (Talent Management & Workforce Services) will perform duties such as: Maintaining audit readiness supports internal and external review processes. Providing big picture directional leadership. Providing guidance direct reports on regulatory changes as they occur. Collaborating with high level stakeholders to ensure mission requirements are met.
