Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Interpreting and applying Federal laws, regulations, policies, and procedures governing the administration of grants, cooperative agreements, and awards, ensuring compliance across complex or high-visibility programs. Providing analyses to identify and resolve management, financial, and administrative issues throughout the grant/agreement lifecycle. Utilizing supervisory and leadership techniques to plan, organize, train and manage resources and subordinates in accordance with Agency and Departmental regulations as it relates to cooperative agreements and grants. Developing and formulating comprehensive grants/agreement management policies and systems for use throughout the grants/agreement process. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The duties may include, but are not limited to:
Analyzes Strategy and Policy policy and proposes and implements strategies for presenting and defending the Strategy and Policy budget, and recommends corrective courses of action, which affect long-range program performance.
Composes cooperative agreement guidance documents for APHIS, VS, and Cooperators, and uses quantitative and qualitative analysis to determine how cooperators utilize their funding.
Reviews such fiscal and fiscally related documents as grants, cooperative agreements, memorandums of understanding, and inter-agency agreements to determine adequacy.
Coordinates with program officials, VS Planning, Finance, and more, to assure the use of APHIS funds is proper and in accordance with existing laws, regulations, policies, and procedures.
Makes recommendations to supervisor and program managers regarding adjustments to work plans based on available financial resources and conducts station reviews to evaluate finance-related systems.
Executes and formulates fiscal and fiscally related agreement documents in the review and evaluation at the Strategy and Policy level to assure compliance with APHIS systems and procedures.
Conducts outreach and training with all cooperators to increase participation in cooperative agreements.
Assigns and reviews the work of staff to ensure performance, soundness, and value, and monitors the progress of work, including adherence to methods and procedures, and prioritization of the work.
