Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement. To qualify for the GS-13 Senior Risk Management Specialist, you must demonstrate that you have specialized experience that includes knowledge and experience of programs, policies, procedures, and regulations applicable to insurance, reinsurance, and/or risk management and their interrelationship with insurance management functions and practices. Specialized experience for the GS-13 level consists of the following: At least one full year (52 weeks) of specialized experience that is equivalent to the GS-12 grade level in the federal service performing such duties as: Using and evaluating crop insurance policy underwriting procedures and standards Assessing crop insurance program performance Providing technical advice and recommendations to resolve crop insurance program issues For more information on the qualifications for this position, click here: http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsible for providing senior level guidance, direction, and assistance on regional risk management activities within the area of responsibility for the Regional Office (RO).
Serves as technical advisor to the Director with primary responsibility for providing program analysis and evaluation in direct support of the RO functions and responsibilities.
Provide guidance and support to RO staff administering underwriting standards, and perform, review and re-determine actuarial and underwriting decisions made by RO staff or deliverers of crop insurance.
Provide guidance to RO staff in the review and evaluation of existing and new crop programs, policies and procedures.
Research and monitor crop production, farming practices and trends, to ensure RMA procedures and policies remain current with modem agricultural practices.
