Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Developmental positions can be filled at any grade advertised. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. Management may select at any of the grade levels announced. Specialized Experience GS-13: One year of specialized experience which includes: 1)Preparing complex and varied appraisals of multiple property types, such as real property in rural, urban, or highly competitive metropolitan areas as a basis for acquisition in fee or lease and disposals; AND 2)Preparing narrative appraisal reports which include supportive data and technical analysis as a result of field and record examination. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). GS-12: One year of specialized experience which includes: 1) Analyzing data on properties concerning planning, zoning, utilities, taxes, or lease fees for appraisals; AND 2) Preparing narrative appraisal reports which include supportive data or technical analysis; AND 3) Reviewing properties by the income, cost, or comparison methods for appraisals. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
As a Senior Appraiser, incumbent is responsible for performing the most complex appraisal assignments, and for assisting other regional appraisal staff with appraisal problems that may be beyond their local capabilities.
Handle the most technically difficult and complex appraisal issues throughout the regional area of responsibility, and those which involve controversies or have high visibility.
Investigate differing valuations on seemingly comparable properties to determine cause and justification of variance in estimated values.
Provide review of appraisals by other appraisers across the region up to the designated delegation level.
Assist in establishing business strategy for regional work units, developing new policy guidance for the region, and disseminating new information, policy and practice to regional appraisers.
