Registered Nurse Informaticist (Deployment)

Nurse (Nurse Informaticist) Basic Requirements English Language Proficiency. In accordance with 38 U.S.C. 7402(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Education: Must be a graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). NOTE: Foreign Education. Graduates of foreign schools of professional nursing programs, the registered nurse degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent nurse practitioner masters or doctorate level degrees who possess current, full, active, and unrestricted registration and certification will meet the requirement of graduation from an approved school of professional nursing to warrant appointment. License and Certification: License. Nurse. All Nurses must possess and maintain an active, current, full and unrestricted license as a Nurse to practice in a State, Territory or Commonwealth of the United States, or in the District of Columbia. NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and (ARNP) (NP) assignment that are also performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. *** Preferred Experience/Enhanced Qualifications: At least one (1) year experience working with Electronic Health Records for major healthcare system(s). One (1) year of testing experience aligned with the Electronic Health Record or Medical applications. ***ANCC Board Certification is preferred** ***The following Scope, Education and Experience, and Dimension criteria must be met to qualify for Nurse (Nurse Informaticist) IV: Nurse IV. (a) Scope. Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care. (b) Education and Experience Requirement. i Master's degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR ii Master's degree in a related field and a bachelor level degree in nursing and four years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR iii Doctorate in Nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. OR iv Doctorate degree in a related field and a master or bachelor level degree in nursing and three years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. (c) Dimension Requirement. Nurses at Nurse IV must meet ALL the following dimension requirements to qualify for Nurse IV. i Leadership. Directs the effective use of relationship management principles to achieve positive customer service experiences that are consistent with professional organizational values, beliefs and practices at the program or services level. v Professional and Social Responsibility. Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community. Physical Requirements: This position is primarily sedentary in nature. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of sitting and computer work. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on facility's needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

**Note: Applicant cut-off will be to the first 150 Applicants.** Major duties: The Nurse IV has expertise in deployment of health informatics (HI) and health information technology. The incumbent is expected to be an expert in transformational change and must demonstrate an ability to understand the needs of their professional counterparts, demonstrate understanding of the organizational structure, and the role that informatics plays across the enterprise. The incumbent should demonstrate the following core informatics functions at the intermediate to advanced proficiency level to include content and project management, application support, health information technology system optimization, enterprise data management and associated tools, business architecture management, partnership management, requirements management, and change management. The incumbent demonstrates competencies as an informatics expert who possesses a wide range of experience and leadership ability. The incumbent supports the integration and collaboration of all inter-disciplinary and functional areas in the mutual achievement of patient-centered and organizational goals. They champion a high reliability organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness. The incumbent collaborates and leads interdisciplinary team members, including other program and service leaders at VA medical centers, Veterans Integrated Services Networks (VISN), and VHA Central Office. They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide.
