To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience applying and interpreting labor and/or employee relations laws, regulations, and policies. AND -Experience serving as an advocate in Federal sector term and mid-term collective bargaining negotiations and administrative law proceedings. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered. The incumbent will apply the full range of HR methods, principles, practices, and evaluative methodologies to advise and/or resolve complex and unprecedented labor issues. The incumbent will have direct interaction with high-level agency and union officials. The incumbent will serve as a technical expert in union and/or management relations in responding to litigation actions arising from alleged breach of collective bargaining agreements and/or the Federal service labor management relations statute. The incumbent will provide technically accurate interpretation of negotiated agreements. The incumbent will use analytical methods to identify, evaluate, and recommend alternatives with impact analyses to management and is responsible for reviewing, researching, and providing analysis, and drafting responses to union initiated requests. The incumbent will investigate allegations of contractual and/or statutory breaches by interpreting facts and events, identifying aggravating or mitigation factors relevant to the case and develop a legal theory for case resolution. The incumbent will develop and provide briefings, project papers, reports, position statements, representation petitions, and any other correspondence that is needed to articulate the agency's legal position. The incumbent may serve as the Agency representative at IMP ASS, Federal Labor Relations Authority hearings, arbitrations, unfair labor practice hearings, representation hearings, and negotiability appeals. Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs and /or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Work typically is reviewed only at completion for success in achieving planned results. The work directly impact the objectives of the FAA.
