To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-13 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Serving as a subject matter expert in Recruitment, Staffing, Classification and Position Management, along with Employee and Labor Relations and the full range of Benefits Administration. Provide supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulation is authorized and funded by statute to administer and enforce. exercises delegated authority to carry out program functions and services that constitute the essential purpose for the establishment and continuation of the mission ~OR~ Criteria 2- Specialized Experience: At least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience was gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Providing technical review for actions submitted in HR Smart, experience updating data on the position management side of HR Smart. Ability to conduct a through review of various actions and make complex corrections for any errors found. Experience applying a standardized body of HR rules, procedures, and operations; responding to inquiries and answering routine questions related to human resources issues; maintaining a HR database to track information and extract data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from the approved duty location.
Major Duties Include: Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Action Requests (PAR) within the Human Resources Management Service applicable database (HR Smart). Reviews all facets of work as it applies to the processing of PARs for HR functional areas, including Recruitment and Placement (R&P), Employee/Labor Relations (ER/LR), Benefits, etc. Conducts a thorough review of PARs as assigned to ensure adherence with all regulatory and legal requirements. Ensures data integrity by processing PARs: verifying the correct nature of action and legal authority codes are being utilized, employee data is accurately captured, e.g. Veteran's preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc. Reviews employees Electronic Official Personnel File (eOPF) to verify the legality and accuracy of processed actions. Generates queries and reports from various software information systems as needed to retrieve information for data verification. Troubleshoots and resolves common and uncommon unprocessed/applied PARs, which may require Defense Finance Accounting Services (DFAS) Now tickets. Other duties may be assigned.
