Provide course descriptions as necessary. Specialized Experience Requirement: For the GS 14: You must have one year specialized experience equivalent to the GS 13 in the Federal service. Specialized experience is defined as 3 or more of the following: Providing program direction for an employee relations or labor relations program area including planning, organizing and providing daily oversight of the program; and/or reviewing and developing policy or procedures for an employee relations or labor relations program area; and/or providing consultation services for an employee relations or labor relations program area including providing expert-level technical guidance to subordinate staff or as a team lead; and/or developing solutions to unique or unusually complex employee relations or labor relations matters ;and/or researching and interpreting substantive decisions or legal opinions that various courts and administrative bodies have rendered to craft defensible solutions to issues related on employee relations or labor relations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Analyze and implement corporate decisions relative to changes in human resources policies as well as new legal guidance, laws, and regulations in the development of human resources policies and programs in support of the Agency.
Embrace new initiatives and is proactive in finding innovative, cost effective ways and best practices that can be implemented to enhance work processes.
Ensure that supervised staff are providing managers, and employees with accurate information and interpretations of agency's procedures, practices, policies, and guidelines.
Create and implement broad guidelines and regulations to resolve complex, novel, and systemic problems that impact employment and other policies or practices for a large service area.
Provide advisory services to program managers on significant policy issues, formulating projects, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems, or questions.
