Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Mastering concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Developing, recommending and implementing budgetary/financial Foreign Military Sales policies; 3) Applying standards Security Assistance/Security Cooperation (SA/SC) programs to include the application of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M. 4) Analyzing, reviewing, and interpreting financial Foreign Military Sales execution data and resolving variances; 5) Communicating clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels. You will coordinate applicable financial issues for assigned FMS cases.
You will research and disseminate international/FMS policy guidance to assigned team.
You will review financial documents for accuracy, completeness of accounting data, and availability of funds.
You will coordinate with Security Cooperation Program Office (SCPO) and Navy International Programs Office on DSAMS and financial policy issues.
You will define and provide input to first-level supervisor on performance in support of mid-year and annual reviews.
You will assist in training and mentoring financial management personnel on FMS processes, systems, and policies to support workforce development and consistency across the team.
