You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: Modeling, managing, and analyzing large volumes of financial data; AND Applying analytical and problem solving techniques to identify financial trends and issues, and develop solutions; AND Conducting financial analysis and developing financial analytical reports and presenting that data to management; AND Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB). The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. As a Financial Analyst, you will: Perform complex technical review and analysis of financial data reported on various documents such as budgets, requisitions, year-end settlement and financial statements, and voucher assistance payments. Recommend creative solutions to complex financial problems and takes an active role in implementing needed changes to resolve the identified issue. Initiate and participate in complex and team assignments as needed to deal with cross cutting financial management issues. Serve as an advisor and subject matter expert for financial matters relating to the Section 8 programs. Provide technical assistance and advice to the Field Offices, Headquarters, REAC, etc., as necessary on issues relating to the financial management of the Section 8 programs.
