To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2026. GS-09 Time-In-Grade Requirement: : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of VA organization, policies, procedures, and practices sufficient to conduct accounting and financial operations. Knowledge of VA computer applications and systems used. Examples include; VISTA, FMS, IPPS, ADP and GEMS Knowledge of accounting policies, procedures to review a variety of data, reports, resources, control systems Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree. Supports the Chief Financial Officer (CFO), Assistant Financial Officer (AFO) and the Employee Compensation Supervisor to provide accurate and timely compensation for all Healthcare System Employees. Reviews aspects of accounting obligation, accounts receivable and payment functions to assess compliance with applicable laws, regulations, policies, and procedures along with the adequacy of internal controls while providing assistance to management regarding internal checks and balances. Provides technical advice to staff members in determining courses of action on various matter, Identifying financial data, conducting appropriate analysis for any given situation. Verifies that audits are in accordance with existing policy and procedure and are mathematically correct. Oversees the work of the Financial Accounting Techs and authorizes all applicable financial transactions initiated. While assuring the appropriate separation of duties are in place and that the financial integrity of the medical center is maintained and upheld. Analytical skill in applying standard research evaluation and review methods, and techniques to accomplish assigned work objectives while reviewing variety of data, reports, resources, control systems and other areas. Proficient in VA computer applications and systems used for all obligations, accounts receivable, and payments to include but not limited to VISTA, FMS, IPPS, GEMS and ADP Determine the most appropriate principles, practices and methods to apply in all phases of assignments, this includes approach to be taken, degree of in intensity, and depth of research in management advisories Recommends and implements solutions or workarounds and documents all communicative efforts and resolutions in the incident record/service request. Provides input and keeps informed of procedures and along with related updates and changes. From this, the analyst researches, documents, and recommends innovations that would benefit VA financial systems operations. Provides training for Healthcare System employees and customers.
