To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026. Time-In-Grade Requirement-SF-50 Submitted: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution. Education: Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration.OR Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to meeting the above required Individual Occupational Requirement; applicants must meet the following Specialized Experience required for the GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing management briefings, budget reports/projections, long and short-range goals, progress reports and management plans for presentation to the Chief and other services and leaders; Establishing the maintenance and development of ongoing equipment maintenance programs and required training programs, consisting of orientation, in-service training, and outside training for all staff; Developing cleaning procedures, frequency of cleaning schedules, and cleaning supply usage instructions designed to maintain high quality visual and bacteriological cleanliness; Performs technical, administrative, or professional work involving managing, administering, operating, and supporting services or programs and facility services related to the operation and safety of the hospital; implement policies, procedures, standards, and goals; Developing and evaluates performance standards to be met by all subordinates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although there may be long periods of walking or standing while performing environmental rounds, exposure to extreme or noise related to housekeeping or Textile Care functions; may carry light loads of papers, books, or reports that do not require special physical demands. The work is usually performed in an office setting, however, you may be subjected to dust, lint, harsh chemicals, noise, and heat, etc. while performing environmental rounds and inspecting the Textile Care Linen Distribution area. Major Duties include but are not limited to: Prepares management briefings, budget reports, long and short-range goals, progress reports and management plans for presentation. Manages and determines priorities for Housekeeping, Waste Management, Interior Design, Equipment Management and Training, and Shift/Section Supervisors. Monitors the effectiveness and efficiency of operations, makes recommendations as necessary to achieve program goals. Supervises subordinate supervisors, plans and assigns work based on priorities, difficulty and employee capabilities. Develops and maintains performance standards and evaluates work performance of subordinates and subordinate supervisors. Supports the overseeing and directing of the Environmental Sanitation program to ensure a clean, safe and aesthetically appropriate environment for patients, staff and visitors throughout all Orlando VAHCD locations. Participates in Environment of Care Rounds throughout the health system, reports EMS-related findings to management and assists in directing timely correction action for identified deficiencies. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Responsible for the environmental sanitation, waste management (to include bio hazardous materials), Recycling program, bed services, and contract services. Serves as a Contracting Officer Representative (COR) for designated EMS service contacts under the authority of the Chief of EMS.
