To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Applicants must meet two out of the three examples of Specialized experience listed below: Conducting detailed analyses of complex functions and work processes. Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and organizational productivity pertinent laws, regulations, policies and precedents which affect the use of program and related support resources. Resolving major issues, program goals and objectives to include making decisions on how to proceed in planning, organizing, and implementing programs that are complicated by regulatory guidelines, clinical changes, budgetary and other factors; highly effective interpersonal skills to present recommendations and negotiating solutions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary, although there is some walking, bending, and lifting. It is sometimes necessary to work at the computer for extended periods of time. The position requires the ability to concentrate with frequent interruptions. Some travel within the healthcare delivery system is required. NOTE: The candidate must live within the geographical boundaries of District 3 to include: Kansas, Nebraska, North Dakota, South Dakota, Minnesota, Iowa, Missouri, Indiana, Ohio, Michigan, Illinois or Wisconsin. Major duties include but are not limited to: Responsible for all Privacy and Information Security matters within the District. Promotes staff awareness and adherence to the organization's policies and procedures covering the privacy, access, security and patient health information, in compliance with federal and state laws, and healthcare organization's information privacy practices. Responsible for providing or obtaining a variety of management services essential to the direction and operation of the organization. Responsible for providing oversight and management of both financial and human resources. Performs key work in several vital functions or services such as management analysis, procurement, contract administration, property management, space management, security administration, reports management, data processing, and similar or closely related activities. Analyzes and interprets management plans to determine the impact on administrative processes and creates such plans relating to patient flow, supplies, and makes decisions on program outcomes and quality improvements. Develop budget estimates and justifications; making sure that funds are used in accordance with the operating budget. Advises on and negotiates contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations. Work Schedule: Monday-Friday, 8:00a -4:30p; some nights and weekends required based on the needs of the Vet center. Telework: Available on an ad-hoc basis. Virtual: This is not a virtual position.
