Program Analyst

Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Experience preparing qualitative and quantitative analysis of practices and proposals, including recommendations for further action (e.g., to gain acceptance and implementation, and/or brief executive leadership); AND Implementing community-based housing, education or service programs (e.g., community-based engagements, conduct projects on housing and community development); AND Establishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies (e.g., government and advocacy groups). Specialized Experience: For the GS-12, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Experience preparing qualitative and quantitative analysis of practices and proposals (e.g., to brief executive leadership); AND Working with a variety of community-based housing, education or service programs (e.g., community-based engagements, participate in projects on housing and community development); AND Establishing and maintaining working relationships in designated communities with lead organizations, federal, state, or local agencies (e.g., government and advocacy groups). The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Office of Field Policy and Management (FPM). FPM supports 64 offices across the field and provides organizational leadership to Regional and Field Office Directors. The Office develops mechanisms which ensure critical field program delivery issues are addressed; assess program impacts and customer service at the local level; and provide operational feedback designed to constructively influence program design and Departmental policy-making. The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst, you will: Represent the RA/DRA/FOD in communication and liaison activities with HUD clients, HUD program officials, local leaders, state legislators, representatives of industry, foundations, universities, public and private interest groups and the media. Lead and conduct projects and studies that require analysis and evaluation of programs effectiveness, including recommending methods of improvement. Research, analyze, evaluate, and report on system-generated data, narrative information, and statistical data, proposes solutions, and develops input for briefings, data-calls, meetings, community and demographic profiles, charts, and the like. Research, analyze, and evaluate policies and regulations to resolve conflicts or other local challenges and customer service complaints, as well as to devise and propose creative, effective, and useful solutions to emerging issues. Develop and maintain constructive relations with local congressional offices and local elected officials.
