To qualify for the FG/GS-14 you must demonstrate in our application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized Experience is: Experience in establishing timelines, resolving conflicts and meeting milestones for complex projects with multiple stakeholders. Incumbent ensures emphasis is placed on customer support, promoting collaboration, and improving standardization in workforce development. Incumbent provides long-range planning to identify needs and future courses of action for national training programs and complex projects. Incumbent independently coordinates, implements, administers and oversees technical training initiatives and other complex national and international training projects and programs. Incumbent conducts cost-benefit, feasibility, compatibility, and similar assessments of current and planned programs, equipment, and facilities to identify the most advantageous venues for technical training and other coursework. Incumbent provides written and verbal recommendations, advice and guidance to management, other offices and across the FAA (other LOBs) and Department of Transportation. Incumbent applies experience and expert knowledge to plan and accomplish assignments. Incumbent analyzes highly visible national programs by developing baseline performance measurements and comparing performance with the baseline; and makes recommendations supported by qualitative and quantitative data to produce findings; identifies trends and other relevant information, while operating under severe time constraints. Incumbent reviews and interprets regulations, orders, and related documents to assess impact on operations, plans, and programs; research, prepares, and coordinates documents, briefings, presentations, and reports in area of responsibility. Incumbent represents Flight Standards Workforce Development at designated meetings, conferences, and other venues and interfaces with government, industry, public entities and international audiences, as assigned. Incumbent develops, interprets and disseminates applicable training program guidance and information. Within the incumbent's technical specialty, coordinates with the FAA Academy and Flight Standards Policy Divisions to identify training requirements, implement and validate course prerequisite procedures, implement training quota management processes, conduct training evaluations, establish quality assessment criteria, oversee course content development, manage leadership development initiatives and perform international training needs assessments. Incumbent develops and recommends new approaches to address current and anticipated problems and issues including developing new policies.
