Specialized Experience: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to at least the next lower grade level FV-I (or FG/GS-13). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience is: Experience in identifying, defining, and organizing resources for large projects, programs, and work activities. The incumbent serves as a Management and Program Analyst and is a recognized subject matter expert in learning systems administration. Consults with Flight Standards (FS) Training Developers/project managers, front-line and division managers, and contractors to ensure continuity and application of national training policies, plans, programs, and curricula for the Flight Standards workforce and international regulatory organizations. Provides leadership for the implementation and administration of national training programs, complex projects, procedures and processes. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole. Evaluates national programs and policy applicability for nationwide training development and modalities, such as resident classroom-based, computer-based instruction, simulation, virtual instructor-led and other self-paced training. Has an understanding of various training and learning management systems. Collects, analyzes, and assesses training-related and program evaluation data, using automated advanced technology tools to conduct timely and accurate analyses, and formulates recommendations to improve effectiveness of various programs based on results of observations and structured evaluations. Designs and implements Key Performance Indicators (KPI) and metrics and assimilates trend data to target areas of improvement and resource allocation. Manages training project intake for both internal and vendor-supported projects. Records and manages training project vendor budget and project hours, documents and manages all requests received through the KSN site and reviews project updates with vendor on a weekly basis to ensure accuracy of information and project plans. Manages all incoming training requests and coordinates reviews with vendor and management team. Provides data analysis support of major FS training initiatives and collaboration teams. Incumbent is a subject matter expert on the use of FAA learning management systems and collaborates with other branches in the division to ensure the use and implementation of eLMS assessment exams meet policy requirements in both the eLMS staging and production environments. Applies experience and expert knowledge that are applicable to assignments to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross- organizational boundaries and impact on the accomplishment of strategic objectives. Typical assignments include supporting overall program management and project tracking. This includes the management of information related to training requests, training analysis and project planning process. This position serves as a liaison with contract support and budget tracking. Additionally, the incumbent will be instrumental in developing reports related to number of active projects, closed/completed projects, and projects in the queue. Tracking project information enables management to make informed decisions about course development, assignment of projects, and overall fiscal project priorities. Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements. Leads analytical studies and projects that are nationwide in scope and involve key FAA programs and organizations. Issues involved are often unprecedented or unique and involve the interaction of different components of the agency. Work consists of projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs.
