To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Designing and conducting studies by performing research and analysis, applying qualitative and quantitative methods, and developing recommendations to address program or policy issues related to HR Policy and Programs; (2) Leading project teams using project management strategies, assigning tasks to subject-matter experts, coordinating critical activities, and ensuring projects stay on track and within resources; and (3) Preparing executive-level briefing materials and correspondence while building effective relationships with stakeholders, assessing emerging issues, and providing independent recommendations to senior leadership on matters impacting HR Policy and Programs. This position serves as the Management and Program Analyst for HR Policy and Programs. The primary purpose of this position is to ensure optimal performance of HR Policy and Programs administrative functions and activities. The position has full responsibility for the management direction of administrative matters and providing or obtaining a variety of business management services essential to operations. Major duties include, but are not limited to: Conducts process improvement activities using systems redesign principles and strategies to reduce inefficiency and increase capability Designs and conducts studies inclusive of performing research and analysis, applies qualitative and quantitative analytics in evaluation, and develops recommendations Utilizes project management strategies to lead work groups on projects having significant impact Develops and fosters highly effective working relationships within Workforce Management and Consulting and Human Capital Management Service and externally with the stakeholders in the field operations, VHA Central Office, and with other Administrations and Department-level staff offices Leads and/or represents Director on committees and work groups; provides guidance and recommendations to the Director Prepares briefing papers, slide decks, talking points, after-action reports, and background materials and correspondence for use in meetings/discussions with executives and other senior leadership officials within the Department and external agencies Manages HR Center of Expertise correspondence process (action items, VIEWS, etc.); oversees completion of related assignments and coordinates critical and sensitive activities with executive and senior level VHA leadership Executes operational management support for the HR Center of Expertise including but not limited to budget, learning management, facilitation of personnel actions, scheduling, etc. Work Schedule: Typically Administrative Hours i.e. Monday - Friday 8:00am - 4:30pm Compressed/Flexible: Available Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.
