To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. Training Instruction Series 1712 Individual Occupational Requirements Education: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled. or, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You may qualify based on your experience and/or education as described below: Carefully read the following descriptions of the required specialized experience for the position. Your resume must support your response. Applicants must have one (1) full year of specialized experience related to this position. This experience must have been equivalent to at least the GS-09 grade level in the Federal Service. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze/evaluate information, interpret guidance, and provide guidance; Develop and participate in the facilitation of training events; Prepare written and electronic reports; Participate in the development of the facility's developmental/training plan; Develop tailored curriculum and/ or syllabi annually; Perform program management and administrative work related to training; Organize and set priorities for development experiences; Develop metrics and measure development; Develop training programs; Provide instructional training in a face to face or virtual environment; Public speaking experience. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking; standing; bending; carrying of light items including training documentation or manuals, or small equipment, such as laptop computers, mobile LCD projectors; or driving an automobile. May be susceptible to eyestrain from working long hours on the computer. Assists employees in achieving mandatory training hours by suggesting job related TMS courses. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance, and conducts classes or other group-setting instruction. Develops and modifies courses and researches and recommends new or alternative training sources for a workforce which performs complex duties in diversified areas of patient administration. Reviews, analyzes, and evaluates training courses and programs related to scheduling to assess their quality and effectiveness. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance, and conducts classes or other group-setting instruction. Utilizes Microsoft Word, Microsoft Excel, and Microsoft PowerPoint software to develop training tools and materials. Utilizes the Veterans Health Information System and materials. Utilizes the Veterans Health Information System and Technology Architecture (Vista), Computerized Patient Record System (CPRS), Talent Management System (TMS), Vista GUI, and other VA operating systems to perform regular duties as assigned Work Schedule: Monday-Friday, 7:30:00am-4:00pm Telework: This position may be authorized for telework.
