You must meet the Specialized Experience to qualify for Senior Human Capital Specialist, as described below. For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes (applicants must meet three out of the four statements of specialized experience described below): Experience applying federal human resource principles, regulations, and agency-specific policies to provide management support in recruitment, classification, and performance management. Experience supporting end-to-end recruitment and hiring activities in close coordination with a human resource team, including preparing and routing recruitment packages, coordinating interviews, and assisting managers throughout the recruitment, assessment, and selection process. Experience developing clear, data-driven reports, dashboards, and leadership briefings by extracting and analyzing HR data from automated HR systems; identifying workforce trends and gaps; preparing actionable, data-supported recommendations; and designing tracking tools that enhance visibility into staffing, performance, and workforce planning activities. Experience communicating effectively with stakeholders by preparing written reports and briefings that support organizational goals.

This position will be in the Directorate of Administration, Business Management and Governance, the Division of Administration, the Branch of Human Capital for the Office of the Chief Information Officer (OCIO). The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; Dallas, TX; Philadelphia, PA; Seattle, WA. Advertised salary reflects the minimum and maximum pay for the listed locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. Major duties include but are not limited to: Develop policies, processes, and procedures pertaining to customer service administration. Provide authoritative advice and recommendations in situations where guidelines and procedures do not exist and where there are differences of opinion and approaches among organization stakeholders. Evaluate existing OCIO customer needs to advocate and champion OCIO business and strategic goals. Maintain and monitor employee records, promotions, quality step increase recommendations, awards, corrective actions, employee development, training, counseling or termination of employees. Help managers rate and reward employee performance by helping establish standards for such ratings and coordinates with other teams and supervisors to maintain supporting documentation. Develop documentation for annual performance evaluations for self-evaluations. Collaborate with HR staff in finding solutions to recruitment and selection problems arising from changes in work or environment which impacts jobs and employees. Maintains close and continuing communication with management providing technical advice regarding HRC Employee and Labor Relations (ER/LR) activities, helps managers and HR staff with workforce planning and analysis, and related legal and regulatory requirements. Advise top management in identifying, attracting, and retaining a diverse work force.
