Specialized Experience Requirement: For the GS-13: You must have one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as 3 or more of the following: Analyzing grants and agreements policies, statutes, and Office of Management and Budget (OMB) guidance to draft policy clarifications and recommend updates for leadership review; and/or providing technical advice to program staff on instrument selection, authorities, and policy application, researching inquiries and recommending actions on deviation requests; and/or supporting implementation and upgrades of grants management systems by advising on business process needs and creating user guidance; and/or assisting with internal reviews and audits by evaluating grant files for compliance, coordinating with legal and oversight offices, and preparing documentation for suspension and debarment actions; and/or delivering training on G&A policies and procedures, and contributed as a subject matter expert on agency workgroups developing guidance for complex program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Performs grants and agreements policy and oversight, analyzes and evaluates GA matters.
Provides definitive advice and guidance on GA matters to project managers and Grants Management Specialists.
Provides advice and guidance on AQM systems implementations, upgrades, and implementation of business process changes with AQM systems.
Analyzes the certification process, reviews and recommends certification of Grants Management Specialists, and writes policy in accordance with certification requirements and programming.
Serves as liaison between the Agency and US Department of Agriculture, and between the Washington Office and the field.
Participates in financial audits, Office of the Inspector General audits, and other external reviews.
Supports internal process reviews of GA activities as a review team member or policy expert.
Training includes in-person, webinars and asynchronous training platforms.
Supports various initiatives relating to GA administration across the agency in different Deputy Chief areas.
Serves on and/or leads interdepartmental or interagency GA policy task groups and subcommittees.
