Specialized Experience Requirement: For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Providing the full range of recruitment and placement consultation and recruitment and placement case work management, to include developing job analyses and crediting plans, assessment questionnaires, posting job opportunity announcements, performing qualifications analysis/issuing certificates and coding personnel actions; and/or coaching others in completing recruit and fill case assignments utilizing problem-solving methods and application of standard procedures; and/or reviewing recruitment and placement actions for accuracy and completeness, including interpreting and applying employment regulations and authorities to ensure that recruitment actions comply with human resources policies and regulations; and/or monitoring and reporting on the status and progress of recruitment and placement work, including reviewing work in progress and completed work to ensure that work priorities, methods, deadlines, and quality standards have been met; and/or providing authoritative technical assistance to others to resolve complex recruitment and placements issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Performs duties of a Human Resources Specialist for assigned units and leads a multi-functional team of Human Resources Specialists and Human Resources Assistants performing internal/external recruitment and placement.
Coaches the team in the selection and application of problem-solving methods; provides advice on procedures; and assists team members in identifying parameters for appropriate solutions.
Reviews actions for accuracy and completeness prior to forwarding for processing, ensuring all required technical aspects of requested personnel actions are researched and coordinated with appropriate management personnel prior to submission.
Trains and helps identify trends that require training, both in teamwork and in subject-matter skills.
Monitors and reports on work progress; checks work in progress and reviews completed work to see that supervisor’s priorities, instructions, quality criteria, and deadlines have been met.
