To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with technology deployments/implementations at the VAMC level, preferably VISN/VACO level; knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness of healthcare systems; Prepare detailed reports and present findings to include recommending improvements to management. Specialized Experience for GS-12: Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness of healthcare systems; Independently researching and investigating new or improved business practices to determine the impact on program operations; Prepare detailed reports and present findings to include recommending improvements to management. Specialized Experience for GS-13: Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness of healthcare systems; Independently researching and investigating new or improved business practices to determine the impact on program operations; Prepare detailed reports and present findings to include recommending improvements to management. Identifying, analyzing, and resolving complex operational or programmatic problems often involving conflicting information or broad organizational impacts, and developing innovative solutions or recommendations. **Note: Applicant cut-off will be to the first 150 Applicants.** Major Duties: Conducts in-depth studies of data derived from EHRM-IO systems reporting and applies statistical methods and techniques directed toward operational improvements. Analyze and interpret policies, audit recommendations, and inspection findings to resolve problems and improve effectiveness and/or efficiency of operations. Present clear, concise, and well-structured briefings that address issues, desired outcomes when composing the material. Identifies problem areas, deficiencies, imbalances, or other similar factors that can affect performance and customer service. Track and report on the status of compliance activities and audit findings to EHRM-IO pillar leadership. Interacts with project teams and task managers to update detailed schedules, cost information and identification of variances from original plan. Coordinate with senior Healthcare and IT Managers throughout agency in the implementation of process improvement practices. Consult with customers to evaluate functional requirements and translate functional requirements into technical solutions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
