Specialized Experience Requirement For the GS-13 grade level: You must have one year of specialized experience equivalent to the GS-12 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: (1) Providing guidance, expertise, and training in new technologies and modernization of information management; (2) Conducting studies to analyze records and information needs; (3) Reviewing existing programs and systems to identify problems and recommend solutions; (4) Developing and implementing policy for a Records Administration program and assuring compliance with rules, regulations and policies; and (5) Providing program briefings to senior officials on record management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Serve as a Records Officer and subject matter expert and analyst on the implementation of records and information (RIM) laws, regulations, and policies. Insert Major Duty/Responsibility Here
Modernize records management functions by managing the transition from paper records to digital and electronic records.
Plan, implement, and manage record systems, including the National Archives and Records Administration (NARA) Archives and Records Centers Information System (ARCIS), Electronic Records Archives (ERA), in-house digitization and electronic records.
Perform program management oversight to the Records and Information Management (RIM) program to ensure efficiency and effectiveness.
Ensure appropriate creation, review and implementation of electronic record keeping requirements, including file plans, retention schedules, reports, analyses, including overseeing and coordinating transfer of record as appropriate, to NARA.
Brief and provide RIM guidance, training, and status to senior leadership, records liaisons, records custodians, and stakeholders.
Collaborate with stakeholders and customers to translate business requirements along with records management policies and directives, into functional requirements.
