To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG-14 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience includes monitoring and evaluating programs for compliance with regulations and standards associated with aviation safety. Experience analyzing, or the ability to effectively analyze, Air Carrier or General Aviation data using systems such as the Safety Assurance System, Safety Performance Analysis System, the Consolidated Analytics Site, or comparable aviation data platforms and/or tools. Responsible for a mixture of routine and complex projects/programs based on the objectives of Flight Standards/Division/ Functional Office. Leads the Safety Analysis Branch to meet their customer support and program development responsibilities. Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. The manager is responsible for supporting aviation safety activities in a complex and dynamic air carrier or general aviation environment. This role requires experience in providing analytical support and/or leveraging analytics to make risk-based decision in safety assurance offices. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk. Leads the analysis of certification and surveillance work program trends, analysis of safety data derived from Flight Standards' databases; making recommendations from outcome of analysis; provides actionable data; and monitoring standard application of national surveillance programs, policies, and procedures. Provides analytical support to Flight Standards Executive staff, field, headquarters, and national program offices, and provides authoritative advice, guidance, oversight, and leadership in the formulation, development, and conduct of highly complex, controversial and significant analytical tools, using U.S. and global data to evaluate safety risks and hazards. Work activities typically affect internal and external stakeholders across more than one organizational unit. Directs the staff in analyzing and identifying drivers related to the operational performance of the National Airspace System (NAS) by designing, developing, and adapting statistical models and other research methods. Provides direction in conducting rigorous, scientific inquiry and analysis to compute metrics and analyze factors applicable to unique and recurring problems in the aviation and aerospace industries including airline operations and other aviation related fields. Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment. Oversees and establishes clear performance standards that foster accountability, individual responsibility, professionalism, and pride among next-level managers. Ensures effective managerial work and quality across all units and cross-organizational relationships. Provides leadership in planning, prioritizing, directing, and scheduling work. Manages time and attendance, leave approvals, and performance evaluations. Also involved in labor and employee relations, information systems management, coaching and developing employee capabilities, and taking, recommending, or approving corrective or disciplinary actions, as necessary. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
