The GS-14 salary range starts at $125,776 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. SPECIALIZED EXPERIENCE: leading multidisciplinary teams (professional, technical, administrative and trades) in the overall administration and management of repair and alteration projects. Such experience must include managing the entire project life cycle, i.e., project planning, construction scheduling, construction logistics, budgeting, estimating, cost analysis and control, utilization of resource allocation models to develop cost and personnel budgets, conducting contract negotiations, contract administration and close-out.
Directs staff, providing supervision, management, oversight, business management, and control of construction projects ranging from small size projects involving expenditure of hundreds of thousands of dollars to larger projects. Serves as an expert project manager and oversees several construction projects; determines priorities, establishes required schedules, and helps decide methods and types of contracts necessary to meet project or task order needs. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work; assigns work based on priorities. Frequently contacts senior managers/officials at customer agencies, executives and senior managers of contracting firms, engineers and architects at A/E firms, construction managers, business groups, civic groups and labor groups. Additional contacts include influential individuals or organized groups from outside GSA such as executive level officials or national officers of employee organizations. Serves as an advisor to the Service Center Director and other upper management team members on issues affecting projects and Project Management programs, providing authoritative advice and information.
