To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-15 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-13 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Serving as a subject matter expert in Recruitment, Staffing, Classification and Position Management, along with Employee and Labor Relations and the full range of Benefits Administration. Provide supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulation is authorized and funded by statute to administer and enforce. exercises delegated authority to carry out program functions and services that constitute the essential purpose for the establishment and continuation of the mission ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-14 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. However, the appointment/detail may be extended for up to 5 years. The applicant selected may be appointed permanently at a later date from this announcement without further competition. The incumbent, as the HRSC Shared Services Officer (SSO) has full delegated authority and responsibility to manage and direct the human resources program functions for which he/she is responsible. The SSO provides consultation and policy guidance to Staff Office Senior Executives and senior level hiring managers. The position serves as a subject matter expert in Recruitment, Staffing, Classification and Position Management, along with Employee and Labor Relations and the full range of Benefits Administration. The incumbent provides supervision and oversight of programs that entail the mission, functions, projects, activities, laws, rules, and regulations for which HRA/OSP is authorized and funded by statute to administer and enforce. This position exercises delegated authority to carry out program functions and services that constitute the essential purpose for the establishment and continuation of the mission of the VACO. Programs are of such magnitude that they must be carried out through a combination of line and staff functions. Additional Duties include but not limited too: Plans work to be accomplished by subordinates including detailees and contractors, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of employees; provides advice, counsel, or instruction to employees on work and administrative matters; interviews candidates for positions; hears and resolves complaints from employees Responsible for the on-the-job safety and health of all employees supervised. Plans, organizes, and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Serves as a senior advisor to management and executive leadership on developing and implementing human resource shared operations in support of achieving the program objective Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs. The SSO ensures that HR service delivery for the programs he or she manages meets goals, objectives and key performance indicators (KPI} as outlined in customer Service Level Agreements. Develops priorities for effective use of resources. Leads internal and cross-functional initiatives related to process and quality improvement.
