The GS-14 salary range starts at $125,776 per year. Locality pay will be added after the selection and the location has been identified. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. SPECIALIZED EXPERIENCE In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience performing contracting assignments for the procurement of commercial supplies and/or services using a range of contract methods, contract types, and acquisition strategies. This experience includes: Conducting market research, analyzing industry practices, and developing acquisition plans, including determining procurement methods, contract types, and acquisition strategies. Preparing determinations and findings and solicitation documents to support acquisition strategies and ensure compliance with procurement regulations, and evaluating contractor proposals, including analyzing cost or price elements and establishing the competitive range. Leading negotiations, including developing negotiation objectives and conducting discussions with offerors, and supporting source selection activities. Directing or performing contract administration actions, including contract modifications, performance evaluation, resolution of issues, and contract closeout or termination, and advising stakeholders on acquisition and contracting matters
Conducts market research for the development of new or expansion of existing programs and potential markets. Facilitates the connection between customer requirements and GSA Global Supply product offerings. As an effective broker, maintains cognizance over all supply programs and recommends adjustments in operations to take advantage of, or to counteract, changing economic and political conditions, adjustments and developments in the industries and marketplace, and customer requirements. Anticipates customer needs and convinces FAS to develop strategies to address the changing markets. Operates as a senior acquisition executive for the FAS service responsible for the analysis and evaluation of contracting policies and practices, and the initiation, development and recommendation of contracting policies, procedures and guidance impacting a large number of contract specialists and contracting organizations. Represents the agency on a variety of nationwide procurement teams, studies or projects to raise issues of significance; articulate positions and resolve problems or improve the procurement process nationwide. Directs the full range of contract administration actions required for the programs, including the issuance of contract modifications, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, exercise of options, investigation and resolution of contractor delays, contractor performance appraisal, subcontractor surveillance, final payment and contract close out. Develops procurement plans to identify large-scale systems, components, equipment, and services to be acquired by contract using the latest procedures and techniques. Develops procurement objectives in terms of competition and price range, establishes the contractual strategy for the overall acquisition, and constructs contractual vehicles, including the use of sophisticated pricing arrangements, subcontracting policies, set-aside policies and similar considerations. Serves as principal advisor to program officials, representing the agency in procurement planning meetings to provide expert technical guidance, coordination, and consultation to identify procurement objectives and methodologies, implement new developments, and provide policy interpretation to various contracting activities.
