Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE FOR GS-15: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal Government. Specialized experience must include: Integrating and/or coordinating the activities of assigned program and other chief areas of the organization to develop policy and operational objectives Developing long-term strategic plans incorporating short-term and long-term goals and objectives utilizing management principles towards organizational programs, functions, and objectives. Representing the organization and presenting to top internal management (e.g., Deputy Commissioner, National Headquarters, Information Systems, Share Services), and other Federal, State, and local non- and government organizations. Negotiating with management to accept and implement recommendations where proposals involve agency resources and changes to established procedures. Communicating both orally and in writing to organize and summarize technical and non-technical information to organizational stakeholders. Leverage interpersonal skills to establish and maintain relationships with and gain the cooperation of leadership to accept proposals. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Assists the executive in setting business unit strategy and goals that enhance compliance with laws and policy aligned with the overall organizational strategy. Plans, performs, and/or coordinates the most significant types of managerial assignments, encompassing all program and functional areas of the executive. Prescribes and influences courses of action affecting the adoption of service wide policy. Negotiates policy matters with both internal and external organizations and assures understanding and consideration of the executive's views.
