To qualify for the position, applicants must demonstrate in their application that they possess at least one year (52 weeks) of specialized experience equivalent to the next lower level (FV-H/GS-12). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: - Experience supporting Occupational Safety and Health (OSH) programs. - Experience compiling and analyzing data to generate reports and provide recommendations.
Serves on the FS OSH Team providing direct support for the development and implementation of FS wide programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Provides recommendations in modifying FS workplaces, processes, or other systems to control or eliminate hazards within the Flight Standards civil aviation community. Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional and serves as a contributing specialist on large work activities. Applies experience and comprehensive knowledge of safety and occupational health management concepts, principles, practices, procedures, and regulations. Provides guidance and advice to FS offices, leadership, and associated stakeholders in the interpretation of pertinent regulations and standards to ensure achievement of sound program objectives and improved service to workers within FS. Assesses the needs and the distribution of assets and resources within the program to provide recommendations on obtaining additional support and/or distributing and tracking the associated budget. Performs varying and complex tasks and applies comprehensive knowledge of hazardous materials, environmental and safety regulations from Occupational Safety and Health Administration (OSHA), guidance from the National Institute for Occupational Safety and Health (NIOSH), American Industrial Hygiene Association (AIHA), Executive Orders and all State, County, City, and local regulations. Represents FS in informal conferences with regulators, FS management, and employees and their bargaining unit representatives to resolve specific problems relating to proposed citations. Responsible for identification of program requirements and development of written OSH policies, programs, and job aids; budget advocacy, resource sharing, recommending OSH training course content design, and facilitating training. Provides on-the-job training to office Collateral Duty Safety Personnel (CDSP). Prepares and reviews reports or guidance for internal and external distribution. Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal and external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers. Performs other duties as assigned.
