You must meet the Specialized Experience and the Basic Requirements to qualify for Supervisory Information Technology Program Manager, as described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-15 includes (applicants must meet three out of the four statements): Experience with application of software engineering theories sufficient to develop new work practices designed to significantly improve the safety, quality and reliability of applications software systems. Experience with application of software engineering practices sufficient to lead teams conducting independent validation and verification of agency wide or multi-agency applications software prior to final acceptance. Experience with application of state-of-the-art Internet technologies sufficient to provide guidance to a multi-specialty work group of applications developers involved in the implementation of the agency website or web portal. Experience providing leadership to the effective execution of large and complex IT Projects, including software and business system engineering using modern methods and cloud-based technologies. In addition to meeting the specialized experience above, candidates must meet the Basic Requirements below. The basic requirements must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate.

This position is in the Office of the Assistant Secretary for Administration and Management (OASAM), the Office of the Chief Information Officer (OCIO), the Business Applications Services Directorate (BAS). The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; Dallas, TX; Philadelphia, PA. For specific locations, please see: DOL offices. Advertised salary reflects the minimum and maximum pay for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. Major duties include but are not limited to: Oversee the strategic management of the agency's business-focused systems, ensuring they are fully aligned with agency missions. Identify efficiencies by integrating common solutions across various directorates to improve overall operational effectiveness. Ensure the operational status of all mission-critical applications, adhering policies with internal and external stakeholders to maintain uninterrupted service delivery. Ensure the development of secure applications in order to meet and exceed the evolving standards of customer and user experience (CX and UX), thereby enhancing stakeholder engagement and satisfaction. Keep team members and management up to date regarding new technological developments by vendors. Assume a primary role in developing requirements and plans for the agency. Provide a description of the components and conceptual structure of an information system. Develop visual representations that serve as an aid to understanding. Oversee the development and implementation of AI management policies to ensure compliance with federal regulations and ethical standards. Oversee the establishment of effective communication channels with stakeholders to ensure alignment of AI initiatives with organizational business goals.
