Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes integrating the various technical functions of planning (NEPA, Permitting, and Plan Formulation), engineering (Cost Estimating, Geotechnical, Surveying, Hydraulics, Hydrology, Design, and Architect-Engineer Tasks), construction (Submittals, Safety, and Construction Management), real estate (Lands, Easements, Rights of Way, Relocations, Disposal, Acquisition, Crediting), operations & maintenance (Surveying, Dredging, Monitoring), contracting (Acquisition Strategy, Awards, Modifications, and Close-out) and resource management (Cost Share and Funding Allocations) with programs and project management; and maintaining effective communication (written, oral, face to face, and briefings) with various stakeholders, such as internal management and staff, technical specialists and external management officials, higher headquarters senior level officials, key representatives of customers and project sponsors, and engineering and construction industry officials. You will be evaluated on the basis of your level of competency in the following areas: Leadership Partnering Project Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Responsible for the vertical and horizontal integration of products to produce the projects and manage the civil works, military, Interagency and International Services (IIS), environmental restoration, and other programs.
Manages projects which include civil works projects such as flood control, storm damage prevention, navigational projects such as channel improvements, lock and dam and aquatic ecosystem restoration construction.
Provides overall vision and leadership to ensure that the Branch is properly organized, trained, equipped, and supervised to achieve optimum mission effectiveness.
Performs personnel management functions to guide, direct, and evaluate the technical efforts and work products produced by subordinates.
Prepares, justifies, manages, and executes budgets utilizing sound business, technical, and financial management principles and practices to ensure resources are applied to maximum effectiveness.
Provides critical thinking and decision making for assessing district mission and work requirements and in developing corporate plans, goals, and objectives.
Monitors studies, design and construction fiscal progress, analyzing deviations and problems, and develops solutions to assure commitments are met.
Represents the District Commander at meetings, briefings, conferences, hearings, etc., on matters relating to district capabilities on proposed and approved civil works projects.
