The qualifications for this position must be met by 11:59 PM (Eastern Time) on 05/08/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 05/08/2026. Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate) Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing ALL of the following duties: Directing projects for operational improvement including responsibilities such as determining scope, methods, resource requirements, and schedules. Conducting studies requiring the use of statistical analysis, random sampling, decision modeling, data mining, forecasting, simulation or setting up queuing models to test feasibility of possible solutions. Performing quantitative and qualitative analysis, data quality assurance, and develop graphics and reports for briefings to senior management. Applying advanced concepts of operations research, statistics, and computer science in solving a variety of problems. Demonstrate extensive knowledge of operations research methodologies that may be used to assess, or resolve, the effectiveness and vulnerabilities of organizational programs, operations, employees, and databases.
Prepare and present briefings to senior management including; white papers, executive summaries and other communications necessary to attain the concurrence and investment of the Verification Operations Division program initiatives.
Demonstrate initiative and resourcefulness to plan, schedule and execute projects concerned with analysis and evaluation.
Advise and develop strategies on measurement of the design, development, deployment, maintenance, and enhancement of large-scale advanced projects.
Review and advise senior leadership on the inclusion of performance measures in project management.
