Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing direct oversight of a federal agency program budget and control of funds that includes multiple funding sources from annual appropriations, no year appropriations, emergency, supplemental, user fee revenue, and other reimbursable funds. Directing activities associated with financial management for a federal agency program budget, to include justification, formulation, and execution activities; allocation and reallocation of funds to meet changing priorities; status of funds reporting; and year-end closeout management. Conducting complex and detailed analysis to resolve financial issues and/or make recommendations that have a major impact on the agency/organization. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties may include, but are not limited to:
Designs and delivers appropriate data to key officials at all levels of management to aid in achieving the most effective program and financial management.
Advises management officials from a financial point of view and serves as the technical expert on the financial aspects of all matters.
Serves as a subject matter expert in multiple administrative functions and provides clear and definitive advice in an authoritative manner.
Serves as financial advisor to the AC Deputy Administrator, RMS Director, and other members of the Animal Care Management Team (ACMT).
Develops internal guidance for the appropriate use and monitoring of cost distribution systems to ensure reporting is consistent with Congressional mandates.
Directly, or through subordinate personnel, directs travel management activities. Activities include interpretation of travel regulations, directives, and policies.
