You must meet the Basic Requirements and the Specialized Experience to qualify for the User Experience Designer, as described below. Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet 2 of the 4 statements below to be found qualified. Qualifying specialized experience for GS-12 includes: Knowledge and application of systems analysis concepts and techniques sufficient to evaluate the feasibility of proposed new systems development projects. Knowledge and application of systems analysis concepts and techniques sufficient to work with applications developers to isolate and solve design problems encountered during testing and implementation stages. Knowledge and application of software design principles and methods sufficient to design and update standards used to develop object-oriented graphical user interfaces and set standards applicable to the design, development, and integration of new and reusable systems components. Knowledge and application of Internet technologies sufficient to optimize existing websites and provide guidance in design and development of new websites.

The position may be located in any of the following cities: Washington D.C, Dallas, TX; Boston, MA; Atlanta, GA and Philadelphia, PA. For detailed office locations, please refer to the DOL offices. The advertised salary reflects the minimum and maximum pay for the listed locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. The role supports the Chief Information Officer (OCIO) and its Directorate of Digital Transformation, which consists of the following divisions: Division of Web Operations and Development, Division of Publication and Web Content, Division of ECON & Stat Analysis, and Division of User Experience Research and Design. Under the direction of the Chief Information Officer, the Directorate leads the Department's delivery of accessible, equitable, transparent, and responsive digital services, including public-facing websites, online tools, data-driven content, and user experience design, with a focus on the actual experience of the people these services are meant to serve. Develop and maintain web applications using a variety of programming languages and frameworks to build technical expertise. Design and implement responsive web design to ensure compatibility for various devices and screen sizes, learning to adapt designs for a diverse user base. Implement security measures to protect web applications from vulnerabilities and attacks, building a foundation in cybersecurity. Integrate third-party APIs and services to expand web application capabilities, learning to incorporate external tools and services. Develop and customize Drupal modules and themes to meet specific project requirements, gaining expertise in Drupal development. Gather and analyze stakeholder requirements to ensure web applications meet user needs and expectations, learning to translate business needs into technical specifications. Design and implement artificial intelligence (AI) algorithms to enhance web applications, gaining experience in AI integration. Collaborate with data scientists and engineers to develop AI solutions tailored to the Department of Labor's needs, learning interdisciplinary teamwork. Develop and maintain technical documentation for AI and web development projects, learning to create comprehensive documentation.
