To qualify for this position at the FV-L level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to FV-K (FG/GS-15) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled. SPECIALIZED EXPERIENCE: Experience developing or overseeing the implementation of security programs; providing expert level advice, guidance, and support to senior management officials; and/or providing oversight and guidance to others on projects or programs of high importance and visibility within an organization or agency. Examples of specialized experience should be included in your resume. Qualifications must be met by the closing date of the vacancy announcement.

The incumbent will apply multidisciplinary technical and analytical experience in managing the assigned program areas in providing sound advice and guidance to the Director, senior leaders within the Security and Hazardous Materials Safety organization, and other internal and external organizations. Coordinates the development and implementation of strategic management goals with ASH Managers. Serves as the focal point for Headquarters Division Managers on technical and administrative issues which impact AXP. Establishes and maintains cooperative relationships with FAA organizational elements, other agencies, and industry. Provides leadership in the development of security policy, employee and contractor vetting, risk management, and credential management to ensure a safe and secure FAA. Develops national policies and standards and reviews new or proposed laws, regulations, and policies to identify impact on personnel security, identity security, identification media, and other related programs. Continuously reviews issues and develops resolutions to address matters that cross functional areas and directly impact the mission of ASH, FAA, and DOT. The duties have a significant impact on FAA operations. Technical advances are usually untried and require extensive planning to integrate into existing systems. Design criteria must be established to accommodate changes in projected legislative direction or management philosophies. The incumbent has full range authority for participating with the Director in managing, directing, and overseeing the functions and activities of AXP. Represents the Director at briefings, meetings, and conferences with authority to establish or present AXP's position. Exercises the full range of managerial duties with affect managers and employees of multiple divisions. Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities: monitoring and evaluating performance of the organization, managers, and employees; coaching and developing staff organizational capabilities; approving leave: and taking or approving corrective/disciplinary actions as appropriate. This position supports the ability of ASH to accomplish critical mission responsibilities and support agency key goals and objectives in the protection of FAA facilities, personnel security national security, intelligence information, and secure communications, ensuring a safe and secure work environment for the agency and in maintaining the safety and security of the NAS.
