To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Those candidates with (2) years Mental Health Patient Care Management Module Coordinator (PCMM) knowledge, access, and training are highly preferred. Note: Mental Health PCMM is different then the PACT Primary Care Management Module PCMM. These are two separate programs, dashboards, and access points. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Track and document administrative activities and produce regular reports; Serve as a resource person for clinical and administrative staff; Enter and maintain accurate patient information in the system; Manage administrative functions, schedules, and reports associated with patient care management for the facility and clinics; Support management information system data gathering, analysis, validation, and presentation; Participate in patient education activities related to outpatient systems and scheduling; Assist with the training, implementation, monitoring, and evaluation of administrative procedures; Monitor and maintain panels; Operate personal computers utilizing a wide variety of software, including CPRS, VISTA, Excel and Microsoft Office; Utilize the Automated Management Information System (AMIS) reporting system. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. Some of the duties include, but are not limited to: Coordinate and manage patient care team setups, defining roles, and assigning patients and staff to teams. Ensure accuracy and integrity of the provider panel database across the facility and affiliated clinics. Train, implement, monitor, and evaluate administrative procedures related to patient care management operations. Serve as a resource for clinical and administrative staff, providing guidance and troubleshooting support for software applications (Vista, CPRS). Prepare and complete reports, analyze data discrepancies, and ensure data integrity, resolving transmission errors. Provide assistance and technical support for management and operating program analyses. Compile and present statistical reports to various stakeholders, ensuring compliance with guidelines and directives. Enter and maintain accurate patient data in the system, manage patient enrollments and discharges, and correct discrepancies in the database. Utilize software applications to collect, compile, and analyze data, supporting the organization's program operations. Conduct training sessions and orientation for staff on the use of patient care management systems. Manage schedules for facility's patient care teams and oversee administrative functions related to patient processing. Track and document all administrative activities and generate regular reports. Analyze workflow, identifying and recommending improvements to enhance coordination between providers and clinics. Participate in patient education activities related to outpatient systems organization and clinic access. Conduct surveys, organize and retrieve data for preparing status reports, briefings, and presentations. Ensure compliance with healthcare delivery guidelines, regulations, and objectives related to program operations. Maintain effective work relationships and respond professionally to the needs of both internal and external clients. Other duties as assigned.
