THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 63rd Air Force Reserve Flying Squadron with the military rank of Lt Colonel/O-5, AFSC: 11M3F. SPECIALIZED EXPERIENCE: Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service. SUBSTITUTION: - Completion of Air Force pilot or navigator training or equivalent training in other US military establishments for heavier-than-air aircraft may be substituted for one year of general experience. - Satisfactory completion of Air War College, Air Command and Staff College, or equivalent in another of the US military establishments, may be substituted for one year of specialized experience. - Each year of service in a Reserve component of the US military establishment in assignments that normally would result in progression into the position of Aircraft Operations Officer, and in which the flying requirements specialized by Air Force regulation have been met, may be credited for three months of general or specialized experience. The substitution, may not be made for periods of Reserve service which occurred concurrently with periods of fulltime experience for which credit is assigned. CERTIFICATION: Must have been awarded or qualify for a USAF Pilot rating and hold a valid aviation service aeronautical order. Minimum of 1,500 Total Military Flight Time and Instructor qualified in unit MDS. MINIMUM INSTRUMENT HOURS REQUIRED: Must hold a valid USAF instrument rating or other equivalent military or civilian rating. MINIMUM FLYING HOURS: Applicants must have logged 2,000 or more total flying time as a Pilot or Navigator (combat systems officer) (accumulation of primary, secondary, instructor, evaluator, simulator, student and other time) or 1,300 hours Primary Flight Time (accumulation of primary, secondary, instructor and evaluator time). Current Federal employees must be mission qualified on flying status within the past 60 months. Non-Federal employees must have actively flown within the past 36 months. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in the application of rated aviator expertise, as a pilot. 2. Knowledge of the formulation of plans and policies pertaining to operations and unit flying training activities. 3. Knowledge of flying operations, unit mission, and command center communications, intelligence procedures, and current operations including worldwide deployment of aircraft. 4. Knowledge of the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations. 5. Ability to communicate effectively both orally and in writing. SUPERVISORY CONTROLS: Works under the direct supervision of the Operations Group Commander. Responsible for directing all operational training programs of the unit. Advises the commander of the operational readiness and effectiveness of Reserve units and provides assistance in the execution or preparation of policies and procedures. Matters of general policy governing the training effort are set forth by consultation with the supervisor. Incumbent is guided by the training programs as established by AFRC, and the lead MAJCOM, in addition to the operational doctrine and procedures established by HQ AFRC and HQUSAF. To implement the above programs, must further prepare training directives and procedural memoranda. ENVIRONMENTAL FACTORS: The incumbent performs work as a staff specialist but also as required, flies as an instructor/evaluator. This work may expose the incumbent to gravity forces of three to seven depending on the aircraft to which assigned as well as the typical risks or discomforts involved in flying any aircraft through combat maneuvers, night aerial refueling, low level flying, using night vision goggles (NVG) and other tactics. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
The Primary Purpose of this position is: This an Air Reserve Technician (ART) Officer position located at an Air Force Reserve Flying Squadron. The purpose of this position is to manage the total operations function of the squadron on a daily basis. Duties and Responsibilities: Employees assigned to these positions supervise, direct and monitor operations programs for the training of a Reserve flying unit, including flight operations, unit training, intelligence, communications and tactical planning. Responsible to the Aircraft Operations Officer/Air Commander for all matters pertaining to operational readiness and effectiveness of the unit. Directs all operations and maintenance training programs for the Squadron. Instructs or examines pilots in flying proficiency, plans flights and training missions, evaluates pilots, plans course outlines. Analyzes directives from higher headquarters and information available in form of accident reports and mission readiness reports in order to develop operational plans, standard operating procedures, and implementing instructions pertaining to General Military Training of Squadron personnel, electronic warfare, tactics training, flight operations, intelligence, and command center communications training. Ensures the operational readiness and effectiveness of the unit. Ensures effective unit manning, retention, and recruitment of personnel. Manages the Squadron's flying hour program to ensure equitable distribution among the assigned aircrews. Coordinates plans and programs with appropriate staff activities such as personnel, communications, maintenance, intelligence, medical, and armament to insure adequate facilities for aircraft crews. Observes and evaluates effectiveness of training programs and operation of other activities supervised. Participates in combat training missions and conduct post-mission critiques to evaluate effectiveness and proficiencies of air crews. Directs briefing of combat crews on such phases of mission as formation and tactics, weather, rendezvous points, targets, and expected enemy opposition.
