To qualify for a Supervisory Contract Administrator, NH-1102-04, your resume and supporting documentation must support both A and B below. A. Basic Contracting Requirement: 1.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR 2.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. AND B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Developing and implementing contract administration policies and procedures within an organization. Utilizing acquisition statutes and regulations to create, enhance or revise written policy. Managing a team of contracting personnel and evaluating the effectiveness of their contract administration operations. Presenting briefings to senior level leadership on contract administration issues.
Works with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques.
Defines, integrates and implements strategic direction for vital programs with long term impact.
Presents organizational briefings to convey strategic vision or organizational policies.
Prepares, reviews, and approves major reports or policies of organization for internal and external distribution.
Participates in the development of contract management initiatives, establishes goals and objectives.
Implements strategic plans within and across organizational components.
