Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience in program and project management to manage and track resources for programs and projects, and to organize programs and activities in accordance with the mission and goals of the organization. The Program Manager applies detailed knowledge of the technical aspects of the work directed and a thorough understanding of AJV, ATO and the agency. Provides field or headquarters oversight for Mission Support Services programs and is responsible for managing complex management programs and activities and ensure communications consistency and standardization across the operations. Serves as the principal advisor to the Vice President (VP) and other senior staff members regarding activities, business planning, and resource management for program/projects. Directs the work of subordinate staff engaged in communications efforts and initiatives for a large, multi-level organization. Integrates the work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization. Oversees the development and management of operational programs to ensure consistent communication across lines of businesses, service units, and bargaining units. Manages and tracks resources for programs and projects. Organizes programs and activities in accordance with the mission and goals of the organization. Applies a thorough understanding of the principles of management and strategic planning to coordinate business plan activities to assist the VP with developing and accomplishing organizational goals and objectives. Ensures development and establishment of adequate internal control systems, workload prioritization and resource allocation approaches on behalf of the VP and in conjunctions with other AJV managers. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Develops and approves solutions for budget issues and oversee the overall planning, direction and timely execution of such programs and services. Applies skill and experience with program/project management, budgeting, and control, and related reporting methods to develop and update required program documentation, such as proposed project budgets and implementation/development schedules. Develops an evaluation method to assess program strengths and identify areas for improvement. Tracks and manages multiple activities for the VP and creates executive level reports on ongoing activities. Works closely with the VP on establishment of the service unit's strategic plans as well as the service unit's business plan. Applies detailed knowledge of budget, human resource management, and other administrative policies and procedures. Contacts are routinely internal and external to AJV and include Contracting Officers, Contracting Officer Representatives, union officials, senior FAA management and parties outside of FAA, including Department of Transportation (DOT) and Congressional offices. Serves as the primary contact for policies and procedures and provides field support for major Mission Support Services programs and complex projects. Coordinates responses to inquiries from senior FAA management and parties outside of the FAA. Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Individual and organizational performance is, typically reviewed, periodically through organizational performance measures to determine success in achieving planned results. Has broad discretion to ensure the alignment of all projects/projects with short-term and long-term objectives of the AJV and ATO.
