Selective Placement Factor (SPF): If applying for this position as an Environmental Engineer (0819 series), you must have a current Professional Engineer (PE) registration from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to meeting the Basic Requirements for the series in which you are applying, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: Serving as the principal advisor for environmental policy and mission sustainment; defending and enabling the Navy's mission by strategically engaging with regulatory agencies, non-governmental organizations (NGOs), and the public across a multi-state area of responsibility; Interpreting key responsibilities to include; strategic policy & coordination, mission sustainment & advocacy, stakeholder engagement & outreach and analysis & reporting. You will coordinate Navy environmental and sustainability policy with federal and state agencies.
You will support the Navy's mission and environmental compliance within the Southeast region (including parts of EPA Regions 2, 4, 6, and 7).
You will facilitate outreach initiatives between the Navy, regulatory agencies, non-governmental organizations, and other Department of War (DOW) services.
You will research data and preparing reports, including executive summaries and success stories, for command leadership.
You will provide operational environmental support to Fleet Forces Command.
You will manage regulatory coordination, community interface, and range compliance for at-sea issues, ranges, and the introduction of new fleet assets.
You will review projects and operations for potential environmental impacts on natural or cultural resources.
You will coordinate closely with the staffs of the Fleets, NAVFAC SE, Navy Region SE, and CNIC.
You will manage the development and maintenance of the Final Governing Standards (FGS) for Cuba and the Bahamas.
You will work with environmental staff and legal counsel to identify applicable host-nation regulations and facilitating exception waiver requests.
