To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-540-6 position you must have served 52 weeks at the GS-540-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50's include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50's at the highest grade held with an effective date more than one year old Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-540-05 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: 1) Processing invoices and vouchers for payment. 2) Conducting an analysis for accuracy, mathematical errors and adequacy of invoices and vouchers. 3) Utilizing various automated systems to verify the status of payment. 4) Analyzing and completing daily reports to prevent payment errors. 5) Making payments of all vouchers and handling collections from various sources. Voucher Examiner duties consist of the following, but are not limited to: Independently reviews, examines, and processes all invoices/vouchers on a continual basis. Conducts an analysis for accuracy, mathematical errors, and adequacy of invoice/voucher based on compliance and regulations and standard operating policy. Handle collections from various sources and make regular deposits of collections. Technical responsibility for the maintenance, analysis, and completing daily reports for the preparation of accurate and timely payments, certification review, funding, and any other issues that prevents payment errors. Makes payment of all vouchers for which cash payment is authorized and cashes Treasury checks and certain other negotiable instruments for hospitalized beneficiaries. Independently researches, interprets, and verifies which authorizing payment document will be affected. Performs follow up on all outstanding aged invoices that appear on the all pending invoices listing out of IPPS. Must have the ability to communicate with all people effectively and courteously in a manner that reflects positively upon Fiscal Service and the Medical Center. Provide the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.
