To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Experience overseeing logistics operations including contracts, micro-purchasing, and inventory management Experience with federal acquisition/contracting processes and COR oversight Experience managing supply chain operations and non-expendable property accountability Experience developing and implementing program policies, procedures, and performance metrics Experience leading cross-functional teams and advising senior leadership on program operations You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Experience applying qualitative and quantitative analytical methods to evaluate program effectiveness, improve operations, and support decision-making. Experience overseeing logistics, supply chain, contracting, or inventory management functions in a complex organization. Experience interpreting and applying federal regulations, policies, and procedures related to program operations. Experience leading or supervising staff, including assigning work, evaluating performance, and managing workload priorities. Duties: Provides oversight of logistics operations, including contracts, micro-purchasing, and inventory management, ensuring alignment with organizational goals and compliance with federal regulations. Supervises staff by assigning work, setting priorities, evaluating performance, and ensuring effective workload distribution across logistics functions. Analyzes program operations using qualitative and quantitative methods to identify inefficiencies and implement process improvements. Develops, implements, and interprets policies, procedures, and internal controls related to logistics, supply chain, and inventory management Serves as a senior advisor to leadership on logistics operations, contracting issues, and program performance, providing data-driven recommendations. Oversees contracting and procurement activities, including coordination with contracting officers and review of statements of work, cost estimates, and acquisition strategies. Manages inventory and supply chain operations, ensuring accountability of non-expendable property and compliance with regulatory requirements. Leads program planning and execution, including resource allocation, budgeting support, and long-range operational strategy development. Conducts program evaluations and performance monitoring to assess effectiveness, ensure compliance, and drive continuous improvement initiatives. Coordinates with internal and external stakeholders to support logistics operations, resolve issues, and ensure mission success across multiple locations. Work Schedule: Monday thru Friday - Tour of duty based on business needs. Remote: This position is not authorized for Remote work. Telework: This position may be authorized for Telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to in person work mandate in their current position.
