Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Provide expert guidance and supervision to lower-graded Grants Management Specialists on program operations, procedures, and requirements. Evaluate and apply Federal laws, regulations, policies, and methods when reviewing, analyzing, and assessing grant and cooperative agreement applications. Oversee grant budgets and conduct financial, administrative, and management reviews to identify and resolve issues throughout the full grant lifecycle. Represent the agency to external stakeholders and collect and analyze feedback to inform executive decisions and implement improvements to grant procedures, systems, and outcome measures. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The duties may include, but are not limited to:
Stay current with grant and program legislation, regulation, and policies, while ensuring that Division policies, guidelines, and procedures remain up-to-date and free from deficiencies.
Harmonize pre- and post-award grant policies between AMS grant programs and other USDA granting agencies.
Demonstrate expertise in the laws, regulations, rules, policies, procedures, and methods governing the administration of Federal assistance, such as grants and cooperative agreements.
Oversee the pre- and post-award activities of the assigned grant programs’ applications and agreements.
Ensure adequate managerial and financial controls in accordance with applicable policy and directives concerning financial assistance, personnel, transparency, and payment integrity.
Supervise lower level Grants Management Specialists for the assigned grant programs under the Division’s purview.
Review work of subordinates to assure proper use of guidelines and instructions and that necessary deadlines are being met.
