To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS--505-13 position you must have served 52 weeks at the GS-505-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Award 50's do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. Examples of appropriate SF-50's include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50's at the highest grade held with an effective date more than one year old. ***This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution. Education: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six (6) hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".) ~OR~ Combination of education and experience: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one (1) of the following: Twenty-four (24) semester hours in accounting or auditing courses of appropriate type of quality. This can include up to six (6) hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement of paragraph A, provided that (a) that applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two (2) higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (C) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the IOR above you must also meet the Specialized Experience below: Specialized experience would typically include, but are not limited to: 1) Developing, coordinating, and maintaining an integrated system of financial services including accounting, travel, financial analysis, payroll, audit and reporting. 2) Budget formulation, development, review and execution; planning, coordinating, monitoring, and controlling expenditures. 3) Interpreting fiscal regulations, program objectives, and developing procedures to resolve fiscal operating challenges. 4) Providing advice and consultation related to budget and resource management. 5) Performing financial forecasting, trend analysis, and cost modeling to support budget development and resource planning You will be rated on the following Competencies for this position: Analytical Reasoning Financial Analysis Financial Management Organizational Performance Analysis Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, involving extended periods of sitting at a computer workstation, with intermittent walking, standing, or carrying of files and documents. Financial Manager primary duties consist of the following, but are not limited to: Develop, review, and recommend financial plans and fund distributions to support Medical Center and satellite operations. Continually revise short- and long-term financial plans in response to evolving programs, patient needs, and operational priorities. Monitor and analyze financial performance, resource utilization, and program impacts to ensure solvency and effective budget execution. Analyze complex financial operational data to provide executive-level recommendations to leadership. Conduct cost studies and workload analyses to identify financial trends, operational issues, and resource needs. Evaluate program effectiveness by reviewing financial reports, identifying problem areas, and recommending corrective actions. Oversee accounting operations to ensure compliance with OMB, GAO, Treasury, and VA financial requirements. Evaluate proposals, guidelines, and policies for regulatory compliance and recommend improvements to accounting systems. Manage internal fiscal controls and audit activities to safeguard financial integrity and meet QA, VISN, and VACO requirements. Develop and maintain management and financial reporting systems to deliver timely, accurate, decision-support information. Analyze program effectiveness and recommend system or process improvements to enhance overall performance. Prepare recurring and hoc analytical reports to support executive-level committees and management decisions. Perform financial forecasting, trend analysis, and cost modeling to support budget development and resource planning. Conduct financial impacts analyses related to personnel, programs, construction, special purpose funds, and operational decisions. Support VERA modeling and financial studies to evaluate financial feasibility, stability, and potential collaborations.
